Football-Freaks is definitely the best site IMHO for custom art and rosters for Madden PC gaming!
There's a start. Unfortunately, since the move to console-only Madden versions recently, the PC-modding sites have slowly but surely contracted in number. Hopefully EA Sports will move to putting Madden back on the PC platform shortly!
